Transformations in the institutional environment and advances in technological infrastructures have led to a rise in new ways of working like telecommuting and remote work. These trends are shifting the spatial structure of business operations and introducing new patterns of social activity, with implications for regional and local environments. While there is a literature on the social and economic outcomes of telecommuting, the growth of remote work warrants a holistic analysis of its specific implications for local economic and community life. Through qualitative and quantitative research in one state, this dissertation explores a central question that arises from the growth of distributed workplace arrangements: How are new ways of working, particularly remote work, changing state and local social and economic development contexts? The final analysis of the qualitative interviews integrates concepts from organizational design, strategic management, and theories of modernization to interpret patterns found in the data, resulting in two papers that each illuminate the dynamics from the vantage point of key sectors in the local economic development arena. Paper 1 examines interviews with senior executives of twenty-three companies and twelve remote employees to explore how remote work arrangements are modifying firms' and workers' connections to the local environment. The findings show that traditional linkages between business operations and the local environment recede as workforce dispersion through remote work increases. In contrast, the employee interviews demonstrate that remote working creates opportunities to reinvigorate ties between workers and local communities. Paper 2 draws on interview data from twenty-seven development and public finance officials to examine their perceptions of remote work trends in the private sector. The interviews indicate that state and local officials' ability to discern the direction of workplace trends is hampered by a number of institutional and professional factors. Drawing on data from an original survey of 151 employers, Paper 3 provides novel data points on remote work and evaluates whether perceptions about the external environment vary across organizations with different work-from-home policies. Taken together, the three papers offer a comprehensive examination of how remote work is altering state and local economic development opportunities and environments.
